Functions
  • Provision of Relief to those affected by the terrorist violence.
  • Provision of assistance to the owners of houses and properties destroyed / damaged.
  • Provision of Relief to the Tenants of the Houses of Properties destroyed/damaged.
  • To order demolition and removal of the debris of the affected buildings.
  • Provision of assistance for damages caused tot he properties of Industries or Commercial Enterprises.
  • Vesting any damaged/destroyed property in State.
  • Divesture vested properties to the rightful owners, Settlement of disputes, if any between the owners and tenants in connection with the properties vested state.


Other functions
  • Coordination and monitoring of the payment of Resettlement allowance under the Unified Assistance Scheme (UAS)
  • Payment of compensation as per P.A Circular 49/89 and 21/88 and Rehabilitation Ministry
  • Circular MRR/UAS/MAP/01 to the Public/Corporation Employees, Special categories of persons and General Public who are subjected to Terrorist Violence resulting in death, Injuries and destruction of or damages to the properties
  • Granting assistance to rehabilitate destroyed/damaged places of worship.
  • Granting assistance under the Marriage Prosperity Allowance Scheme
  • Payment of compensation to person affected by Election Violence
  • Process of Rehabilitation loan facilities.


Policy

In terms of Section 4 of the Act, the functions of REPPIA shall be

I) To assist in the rehabilitation of affected persons by way of an outright grant or any such other means as REPPIA may deem necessary;

II) To assist the owner of any affected property to repair and restore such property either by way of an outright grant or subject to such reasonable conditions as may by agreed upon by REPPIA and such owner for securing the repayment of any expenditure incurred out of the Fund for the purpose of such repair and restoration;

III) To assist the tenant of any affected property being damaged property to repair and restore such property if the owner of such property is unable or unwilling to repair and restore such property and REPPIA is satisfied that, having regard to all the circumstances of the case, it is just and equitable to authorize such tenant to carry out the necessary repairs and restoration; 

IV) To order the demolition and revival of any affected property which consists of a building or structure; and 

V) To assist the proprietor of any affected industry, or business, to rehabilitate such industry or business, subject to such reasonable conditions as may b agreed upon by REPPIA and such proprietor for securing the repayment of any expenditure incurred out of the Fund for such rehabilitation.

KEY ACTIVITIES OF REPPIA

A) Statutory functions deriving under the Act, eg;

   (I)  Safeguarding tenancy rights of affected property.

   (II) Vesting in the state and divesting of affected private property.

B)    Resettlement / Relocation of the displaced families – Implementation of the Unified Assistance Scheme. 

C)   Operation of three loan schemes under the unified Assistance Scheme for renovation and reconstruction of affected residential premises, commercial premises and Industries. 

D)   Relocation of affected residential premises and commercial premises. 

E)   Payment of compensation for damaged/destroyed properties for General Public, Govt. Servant, VIP. 

F)    Payment of Death & Injury compensation for affected General public, Govt. servants & VIP providing. 

G)    Marriage prosperity allowance for displaced married couples. 

H)   Implementing special programmes for the welfare of the affected/missing persons and displaced families.
