Sri Lanka Internally Displaced Persons and Returnees
Internally Displaced Persons became a special community in the Sri Lankan society since the early Eighties. Generally, the causes of displacement are man-made disasters, natural disasters and other reasons such as development oriented projects. In the Sri Lankan context, it is mainly due to manmade disasters, specifically due to the implementation of counter terrorism measures undertaken by the government against the terrorists.
 
As a result of the terrorism and counter terrorist activities in the northern parts of the island thousands of people had to flee their native places of abode and settle elsewhere within the district or outside the district where they feel secure, those people who didn’t have an alternative place other than staying at a friend’s place or with a relative opted to stay in a Transit Relief Center. This displacement resulted in various kinds of social problems to the present society. Many people lost their houses and other movable and immovable property which they had built and secured with their earnings in the past decades. The Majority of the displaced lost their personal documents. The displaced community is suffering not only physically but also economically, socially and psycho socially. Moreover a sizable number of displaced persons fled the country mainly to India and other countries.

The Government of Sri Lanka assumes the primary responsibility to protect the displaced community and to find durable solutions to the displacement.
