In realization of the Mahinda Chinthana Way Forward, ensuring of dignified resettlement of all displaced persons in their original places due to conflicts prevailed in last three decades of North and East Sri Lanka has become a paramount task of the Ministry of Resettlement. Nearly one million persons were displaced due to terrorism. Hence, it is a gigantic responsibility of this Ministry to resettle those affected population in their original lands subsequent to the wiping out of the terrorism in the country. Nearly 300,000 persons were forced to leave their villages at once by the terrorists at the final stage of the war.  This situation marked the task of the Ministry more complex and difficult. 

In the process of resettlement, the Ministry focuses mainly on two aspects. One is to provide humanitarian assistance. Here the Ministry is concentrating in providing of shelter grants, cooked meals, dry ration (for six months or more) water, sanitation, education and health facilities under the humanitarian assistance. On the other aspect, the Ministry has to play a vital role in creating an enabling environment by facilitating, monitoring and providing regulatory guidelines for long - term development programmes/projects which include sustainable livelihood opportunities for affected families and improving infrastructure facilities to meet needs for socio-economic recovery in the affected areas efficiently. Water supply and sanitation, access roads net works, electricity supply, Health Centers, rehabilitation of  tanks and cannels to provide irrigated water for farming, create an opportunity for youths to develop entrepreneurships and vocational skills and setting up the economic zones and industrial parks etc. Fisheries and Livestock sectors will be give priorities next couple of years.

Ministry has planned to construct at least 20,000 new permanent houses for displaced persons by the year 2012. The Ministry has also paid special attention to initiate grass root level participatory development programmes. At least 20 MDG model villages will be established with active participation of affected communities and other stakeholders in order to achieve the all Millennium Development Goals in the target villages by the year 2015. IDPs will better contribute as development partners in the country as a result. Utilization of Information and Communication Technology in this regard will help immensely for proper planning and coordination the work of the Ministry. By strengthening, the net work facilities would lead to the ultimate benefit for the target population by providing necessary/important information for them through right channels in right time for the right purposes. 

All these efforts will lead to achieve a durable solution for conflict induced internally displaced in Sri Lanka by ensuring an early recovery and making them to be the true partners in development.
