Ensuring Resettlement, Facilitation for
Displaced People

Vision

“Resettlement of internally displaced persons and refugees in their former homes or relocating them in an acceptable place in a safe and dignified manner, achieve durable solution to displacement, creation of a safe and secured society wherein all would have equal rights and freedom and effecting measures to mitigate disasters.”

Mission

“ Rehabilitation of internally displaced persons and refugees by providing them all basic and necessary facilities, absorbing them into development activities and prevention of natural disasters through creation awareness and prior preparedness thereby safeguarding the environment and human lives".

 Objectives
  • Rehabilitation of persons and properties. 
  • Restoration of places of worship affected by war and tsunami.
  • Resettlement of refugees.
  • Coordination and implementation of resettlement development activities.
  • Assisting the relevant state sector organizations and non governmental organizations in the restoration of normal civil life.
  • Facilitate coordination between the government and donor agencies non government organizations and civil society   in respect of resettlement activities.
  • Provision of essential services to displaced persons.
  • Formulation and implementation of projects and programs to provide emergency relief to persons affected by disasters.
  • Coordination of funded projects relating to resettlement activities.
  • Formulation and implementation of programs to restore normal life and livelihood of people affected.
  • Coordination with authorities that render assistance to persons suffered in disaster.
  • Formulation and implementation of projects with a view to restoring normal life to those affected by natural or manmade disasters.
  • Provision for damages caused to residences, employment appliances and fishing gadgets by fire, heavy rain cyclone and due to some other acts.
  • Provision of relief for those affected by disasters such as flood, drought, and epidemics and rehabilitation and
    resettlement of them. Coordination of projects with UNHCR/UNDP/World Bank/ADB and other donor agencies relating to resettlement activities.

 Administration and HRD Functions

  • Selection, placement and retirement of staff.
  • Knowledge and skill/s enhancement of staff.
  • Evaluation of performance of staff.
  • Maintenance of a comprehensive database on staff.
  • Disciplinary Management.
  • Managing Grievances.
  • Manage Corporate Communication and Public Relations. 

 Accounting / Financial and Audit Functions
  • Preparation of reports to committee On Public Audit(COPA) and Committee on Public Enterprises (COPE).
  • Preparation of Annual Budget Estimate.
  • Procurement of Supplies and Services.
  • Preparation of the Annual Performance Report.
  • Payment of remuneration to staff and others.
  • Auditing if Institutions under the Ministry.
  • Preparation of Annual Financial Statements.
  • Mange Capital Assets.
  • Monitor Budgetary Provisions.
  • Reimbursement of Consumer subsides.
  • Managing of Funds.

 Planning and Monitoring function
  • Preparation of Annual Action Plan.
  • Review of progress in implementing the Action Plan.
  • Preparation of Quarterly Progress Reports.
  • Preparation and Publication of Annual Progress Report Preparation and Publication of Annual Progress Report.
  • Management of an information data base on resettlement & Disaster Relief.
  • Monitoring progress of domestic and foreign funded projects.
  • Develop and implement an effective ITC based information system.

 Regulatory Functions
  • Preparation and publication of Regulations under relevant Acts.
  • Amend / Update relevant legislation.
  • Offer consultative service/advice on Resettlement / Disaster Relief.
  • Implement Resettlement facilitation programmes.
